Reynaldo López is the one no-brainer when factoring both his salary and recent performance. The team tried to improve the righty bullpen situation at the deadline. Hasn't worked out as hoped. Keep trying.

Of who's available so far, I like Hunter Renfroe best. He's got some pop and except for his strike-out rate, is having a decent season. Or Randal Grichuk who is actually having a good season. I think we need another starter, but no one currently on waivers looks plausible.
I'm with you on the need for another starter. I've been writing about that since early July. Even without having to deal with anywhere close to the rotation injury issues teams like the Dodgers and Rays have overcome, there've been too many games wasted on openers or guys who have no business starting for a team that considers itself a playoff contender.
It all seems like too little too late now.

Matt Moore. Solid stats for the lefty
reliever. We could certainly use some offense, but none of the names
listed excite me very much.
